The McNamara Cascade Protocol

Proportionality Without Compromise, Representation Without Waste.

Administrative & Statutory Protocol

The Official Election Count Process

A deterministic 3-stage allocation manual for Returning Officers, counting agents, and electoral administrators.

Sequential Allocation Architecture
Stage 1: Primary Quotas Hare Quota calculation & integer seat distribution.
Stage 2: Unseated Cascade Allocating spare seats to top unrepresented voices.
Stage 3: Remainder Fill Fail-safe resolution via logged fractional decimals.
Stage One

Base Quota Allocation

Effective Quota (Q) = Total Valid Ballots (V) ÷ Total Chamber Seats (S)
  • Determine Integer Entitlements: Each registered party list is awarded seats equal to the whole integer quotient of quotas met (Party Votes ÷ Quota, rounded down).
  • Independent Single-Seat Cap: Any independent candidate polling ≥ 1.0 full quota is awarded exactly 1 seat (human representation limit).
  • Establish the Cascade Pool: The remaining unallocated chamber seats (Total Chamber Seats − Seats Allocated in Stage 1) form the active Cascade Pool (R).
  • Log Decimal Remainders: For every party receiving seats, their unused fractional quotient (e.g. 0.42) is certified and held in reserve for Stage Three fail-safe resolution.
Stage Two

Unrepresented Cohort Cascade

Awards surplus chamber seats directly to the highest-polling democratic campaigns that fell just short of a full Stage 1 quota.

  • Rank Unseated Entrants: Compile a single list of all registered parties and independent candidates who won zero seats in Stage One, ordered strictly by descending total raw votes.
  • Sequential Seat Award: Award seats from the Cascade Pool one-by-one down this ranked list (strictly 1 seat per qualifying entrant).
  • Termination Condition: Stage Two concludes the moment the Cascade Pool is exhausted (R = 0) or all unseated entrants have received a seat.
Stage Three (Fail-Safe)

Surplus Remainder Resolution

Trigger Condition: Operates only in the event that the Cascade Pool retains surplus seats after every eligible unseated entrant in Stage Two has already been awarded a seat.
  • Rank Stage One Entrants by Remainder: Retrieve the certified decimal remainders recorded during Stage One for all qualified parties, sorted in strictly descending order (e.g. 0.48 > 0.35 > 0.22).
  • Sequential Final Allocation: Award the remaining surplus seats one-by-one to parties with the largest unused decimal remainders.
  • Final Verification: The count terminates with 100% mathematical certainty, filling the chamber to its exact statutory seat capacity (S).

Administrative Guarantees for Electoral Officials

1. Absolute Algorithmic Certainty

Zero discretionary deadlocks, overhang anomalies, or complex multi-count transfer variables. The protocol is fully deterministic.

2. Complete Audit Transparency

Every stage relies on certified raw vote tallies, making full verification, recount checks, and public validation instantaneous.

3. Universal Boundary Neutrality

Eliminates the administrative burden of redistricting, boundary reviews, and regional list overhang calculations.
